The training strategy and plan build on the TNA conducted in Step 3. It identifies the factors necessary for training to be successful and outlines a training approach. It includes a high-level plan or set of milestones for both development and delivery of the training materials.
A key part of the strategy is identifying the goals and objectives of the training and the metrics that will be used to evaluate and monitor the efficiency and effectiveness of training materials and delivery.
4.3.1. Training strategy and plan ‒ the process
1. Determine guiding principles
Review the change impact and training needs assessments conducted for your programme, project, or initiative in step 3. Training can be behavioural/ competence based or technical
Consult with your programme, project and change management teams to discuss the findings to better understand the current training landscape
Determine and document the training guiding principles and critical success factors
Validate the output with the team and relevant stakeholders and include in the strategy.
2. Identify training approach
Outline the approach to develop, deliver and evaluate training
Determine the most appropriate delivery methods – examples of training delivery methods are provided below. You can refer to it as you build out the training approach
Determine the content requirements for the respective training, together with any environment requirements such as use of equipment, live processes etc. This information will be key in developing the training content
Determine the training delivery window or proposed dates. Where face-to-face sessions are being planned, the location of these sessions will also be important.
Reminder: When there is a train-the-trainer session, it is important that the selection criteria and competencies for the trainers are defined and agreed. Criteria and competencies will vary across subject areas and MDAs. It is vital to consult with the relevant stakeholders.
3. Identify training audience, modules, delivery and evaluation methods
Determine if trainers will conduct the training session in modules or stand-alone based on the subject areas and the target audience.
The following should also be considered:
a)Training module/session and objectives
b)Training audience
c)Training delivery method (formal and/or work based training)
d)Training date(s) and venue(s) if applicable
Determine and agree on how training will be assessed and evaluated.
