Introduction – The principles underpinning our approach to change

A high proportion of transformation efforts fail to deliver the intended programme benefits or return on investment.  This is most likely when:

  • Sponsors are either not engaged or prepared to lead the change
  • There are competing agendas with no clear, compelling reason to change
  • There is a lack of employee ownership: staff do not understand or accept the change and so are not adopting new behaviours and ways of working
  • There is a lack of employee capability: staff do not feel equipped to work in new ways
  • People, processes, policies and systems are not aligned to the change to reinforce new behaviours.

While every change journey is different, there are six foundational principles which we believe are critical to success. The following beliefs underpin the Government of Jamaica’s (GOJ) approach to change

Before you start, ask yourself:

  • Are people really clear on the aims, nature and scale of change?
  • Do people know what they need to change and what it means for them at a very personal level?
  • Are the leadership team completely aligned and equipped to lead this?
  • Is there a communication and engagement plan in place that is as much about listening as telling?
  • Are there enough people with the right skills for the new world?
  • Are people, performance and reward systems measuring and reinforcing the right things?
  • Is there a workable transition plan and what does that mean for business as usual (BAU)?
