Measurement involves collecting data at discrete points in time to systematically evaluate whether a programme, project, or initiative has brought about the desired change.
With specific metrics and the pre-determined definition of success, the performance of each change can be monitored and the success of a change effort, measured.
By conducting measurement and evaluation activities, you will be able to:
Confirm that actions being taken are effective or whether they need adjustment
Identify opportunities for improvement
Pinpoint actions to increase support and or add resources.
8.2.1. Measurement and evaluation – the process
1. Evaluate progress
Meet with your project team to discuss the findings from monitoring activities conducted during the project life cycle
Track change management activities executed based on stakeholder engagement and communication plan; sponsorship plan; training plan
Compare the results to the change journey map and determine if these activities have been achieved
Use the Sustain the Change Scorecard to discuss possible behaviour changes
Document your findings and conclusions in a format that is suitable for your project.
2. Determine the next step
Adjust targets if necessary and document any lessons learned
Confirm whether priorities and targets are still valid
Escalate any programme or project level risks or issues to the appropriate level of authority/governance (sponsor, programme or project manager, steering committee/group, board etc.)
Report the findings from your measurement and evaluation to all relevant stakeholders
Set date for next measurement and evaluation. Document your findings and conclusions in a format that is suitable for your project.
