Developing a change management strategy provides direction and purpose for all change management activities.
Each change initiative is different in scale, content and nature of impact. The change strategy outlines the unique characteristics of the change, its risks, potential resistance and how these will be mitigated. As a result, it:
Establishes the unique context and transformation drivers of the change programme
Outlines the structure that will underpin the delivery of the change programme
Clearly articulates and connects change activities to the desired outcomes and the realisation of benefits
Often includes early frameworks for measurement of impact and benefit.
4.1.1. Change strategy – the process
1. Evaluate the change context
Evaluate the current and future state of change, specifically around roles, technology and processes. Consider the following questions:
What is the scope of the change?
How many people will be impacted?
Who is being impacted?
Are people being impacted the same or are they experiencing the change differently?
What is being changed (processes, systems, job roles, etc.)?
What is the time frame for the change?
Assess the MDA’s change history and capabilities
Evaluate the change scope, complexity, content and the MDA capability to implement
Assess the overall organisational impact.
2. Develop change strategy and journey maps
Analyse the previously gathered and other documents to better support a“change strategy,” workshop or meeting. At the workshop:
Identify the core components of the changes to take place and align with the programme scope of work/charter
Review the high-level change impacts analysis to determine the type of change the MDA is experiencing
State the vision, principles, major components and dependencies and establish an overall plan for change covering the programme,
project or initiative life cycle
Determine the change management requirements and develop the change strategy using the change management strategy example provided.
Develop a visual Change Journey Map (see example) to bring the change to life.
3. Revise and update change strategy
Review upcoming change activities considering identified risks, issues and insights
Adjust the change strategy and plan including interventions, audiences and timing as needed
