7.3. Assess leadership alignment

Assessing whether leaders are aligned to the desired future state is key to making the change stick.

Use the agreed leadership alignment action plan created in step 2 “Understand needs” to determine what activities have taken place. Alignment of the leadership team (senior and mid-level management) is an on-going process and should be revisited periodically throughout the project lifecycle.

Leaders help to connect employees to a shared sense of purpose.  When alignment exists, public sector employees are more likely to invest their time, talents and energy into meeting or exceeding the goals of their MDA and supporting the transformation of the public service.

7.3.1. Assess leadership alignment – the process

1. Assess leadership action plan

  1. Review the leadership alignment action plan previously created in Step 2 (Understand needs)
  2. Partner with programme/project, communication and change management teams to schedule and co-ordinate meetings with relevant MDA leaders to assess the status of leadership action plans
  3. Assess the actions to understand:
    • What has been done?
    • What is outstanding?
    • Are there any further activities or interventions that need to be taken to accelerate alignment?

2. Monitor progress

  • Agree leadership alignment monitoring procedures to track actions, any outstanding actions and how to mitigate if necessary
  • Agree on key leadership alignment areas to continue to track and monitor. Call attention to any outstanding items that need to be addressed and/ or escalated
  • Provide a summary of the discussion points to the relevant leaders to continue driving leadership alignment
  • Update action plans.
